Apparently I just had to increase the "Casting Time" number to 2.4 rather than keep it at 0 for the shout. With a surprising turn of events, I managed to fix the issue on my own. I'm at a loss for solutions, so if anyone is willing to help, I would greatly appreciate it. I'm not sure what to do now, since changing sounds, duration and taper numbers haven't seemed to do anything to even mitigate this problem. Whenever I use the full 3-word version of the shout, the sound, solid-surface-flame animation (I don't know the proper term yet), and the animation's damage area keeps looping for about 5 seconds (give-or-take 2 seconds) after the actual dragon-breath fire-stream is done. So far, I've managed to get everything working almost 100% in-game. For the sake of not messing up with the actual dragon's fire breath files, I essentially copied the dragon fire breath Magic Effect, Projectile, and Spell, then modified them to fit the parameters I desired. In order to do so, I had to create an entirely new Voice Power to use instead of the 3rd Voice Power.
